PROBLEM TO BE SOLVED: To provide a magnetic material with a buffer layer having excellent adhesiveness between a substrate and a composite magnetic film, and to provide an antenna device employing the magnetic material and a method of manufacturing the magnetic material. SOLUTION: The magnetic material includes a substrate having a surface; a composite magnetic film having a plurality column bodies each having a longitudinal direction facing a direction perpendicular to the surface of the substrate and an inorganic insulator formed in gaps between the column bodies; and a buffer layer formed between the substrate and the composite magnetic film and a constituent same as that of the composite magnetic film. Also, the antenna device has an antenna substrate containing the magnetic material and an antenna disposed in the vicinity of the main surface of the antenna substrate, and the method of manufacturing the magnetic material is provided.
