<P>PROBLEM TO BE SOLVED: To provide a planar heat generating body having high energy efficiency. <P>SOLUTION: A heat generating layer is formed by applying a coating composition with a mixture of a ferritic inorganic granular substance or a crushed material thereof and a carbon powder and/or carbon fiber dispersed in a synthetic resin emulsion or synthetic resin solution to the surface of a substrate, and then drying. The heat generating layer generates heat according to Joule's law, and the ferritic inorganic granular substance also generates heat by absorbing electromagnetic wave simultaneously generated by energization.
