<p><P>PROBLEM TO BE SOLVED: To perform surface finish on a cutting surface after cutting a wiring material by grinding away burrs and edges generated on the cutting surface safely and reliably over a short period of time without deviating the cutting surface from a file part. <P>SOLUTION: A cutter 1 includes a grinding groove 5 having the file part 7 for grinding the cutting surface 24 of a cable 21 and a deviation preventing part 9 for preventing the cutting surface 24 of the cable 21 from deviating from the file part 7 during the grinding.
