PROBLEM TO BE SOLVED: To detect a hidden vehicle with high precision. SOLUTION: A communication information generation part of a road side device generates communication information as information including the location and size of a vehicle with prescribed terminal equipment mounted thereon. An image information generation part of the road side device generates image information as information including the location and size of the vehicle detected by analyzing the image by a camera which images the traffic condition of a road. A vehicle arrangement information generation part of the road side device generates vehicle arrangement information corresponding to each vehicle by collating the communication information with the image information. A reliability addition part of a road side device adds reliability showing the level of information precision to each vehicle arrangement information When the reliability is a prescribed value or less, a hidden vehicle detection part of an onboard device changes the size included in the vehicle arrangement information, and detects the hidden vehicle.
