PROBLEM TO BE SOLVED: To allow a user to perform operation of a locking device for locking rotation of a handlebar and release the operation by hand operation, and to prevent locking of the handlebar by erroneous operation. SOLUTION: An operation device main body 32 mounted in the vicinity of a grip 20 of the handlebar 14, an operation lever 36 is rotatably provided. By moving the operation lever 36 to a locking position by the hand operation, an inner wire 34A is drawn and rotation of the handlebar 14 is locked by the locking device 18. The operation device main body 32 is provided with a safety device 38 for locking moving of the operation lever 36 and a releasing lever 40 for releasing the locking of the safety device 38 by the hand operation. A first stopper part 36C is provided at a root part 36B of the operation lever 36. A first abutting part 41A of the releasing lever 40 is made to abut on a first stopper part 36C by an action of a coil spring 63, and thereby moving of the operation lever 36 is regulated.
