The hardness of pawls (30, 30) for locking rotation of a reclining device (4) is set higher than the hardness of a slide cam (40) for pushing out the pawls to make them engage with a ratchet (10). When a large load of a level that forcibly rotates and moves the ratchet (10) is inputted in the ratchet (10) with the pawls (30, 30) engaged with the ratchet (10), the ratchet (10) presses the pawls (30, 30) in the radially inward direction in which the pawls (30, 30) are disengaged, and this causes the pawls (30, 30) to press and elastically deform the slide cam (40) by their enhanced buckling strength. |
