<P>PROBLEM TO BE SOLVED: To provide an electrolyte membrane with excellent low-methanol permeability. <P>SOLUTION: The electrolyte membrane contains a porous base material (A) with an inner communication structure, and a proton-dissociative polymer (B) as well as a non-proton-dissociative polymer (C) with a cross-linking structure contained inside the porous base material (A), with a contact angle of 50 to 70° to 30 mass% methanol aqueous solution, and the membrane electrode assembly is provided with the electrolyte membrane and electrodes.
