<p><P>PROBLEM TO BE SOLVED: To achieve insurance payment charging for preventing illegal charging by executing receipt creation processing and presentation processing to an insurer while mediating an insured person, bonesetter's, and an insurer. <P>SOLUTION: A third person subject independent of a bonesetter's manages the creation of receipt data and an insurance charging business by the insured person unit to be performed by the bonesetter's. An insured person confirmation terminal 20 senses the insertion of a retry card medium 10 to be performed by an insured person when he/she visits and leaves the bonesetter, and reads ID information. An operator transmits operation content information performed to an insured person through an operation content input part of a portable operator terminal 30 to a receipt edition part 50. In this case, an edition management part 40 checks whether the input of the operation content information from an operation content input part 31 is performed within a hospital opening time, and controls acceptance/input denial.
