PROBLEM TO BE SOLVED: To provide a line collecting device with an anti-theft function for accurately detecting theft of an information communication terminal connected to the line collecting device, and also to provide an anti-theft system with the device. SOLUTION: The line collecting device includes a terminal side alarm unit 50 fixed to a connector of an information communication terminal 40 and provided with a unit side connector 51 relaying the connector and a LAN cable 20. The LAN cable 20 is configured to include signal lines for monitoring 104, 150 forming a closed circuit through a unit side contact 52. A device side alarm circuit 32 detects that the closed circuit is opened by pull out of the LAN cable 20 from the contact 52, the alarm unit 50 includes: a terminal side alarm circuit 62 detecting that the closed circuit is opened by the pull out of the LAN cable 20 from the contact 52 to give an alarm; and a switching circuit 63 validating or invalidating a function of giving the alarm from the alarm circuit 62.
