PROBLEM TO BE SOLVED: To provide a nitrocellulose resin-based top coat of heat setting and cold setting type. SOLUTION: A first coating film 2 is formed with an under coat of hot setting and cold setting type after the surface of a metal material 11 is subjected to a pretreatment to establish a condition to suite the application of coating, and a second coating film 3 is formed with a top coat of hot setting and cold setting type containing a nitrocellulose resin varnish, alkyd resin varnish, melamine resin varnish, acrylic surface adjusting agent, and a coloring pigment.
