A vicinity monitoring device enabling more appropriate vehicle control by communicating vehicle vicinity monitoring information with another vehicle in consideration of the situation of the vehicle detected (monitored) by the another vehicle. The device provided in a vehicle comprises a vehicle information acquiring section (13) for acquiring vehicle information including vicinity monitoring information detected by means for monitoring the vicinity situation of the vehicle, a communication control section (14) for receiving another-vehicle information including vicinity monitoring information detected by another vehicle and controlling transmission of the acquired vehicle information, a detected situation analyzing section (15) for analyzing the situation of the vehicle detected by the another vehicle on the basis of the acquired vehicle information and the received another-vehicle information, and a control information output section (17) for outputting vehicle control information created with reference to the analyzed situation.
