PROBLEM TO BE SOLVED: To provide a damper capable of varying torque acting on a rotor according to the rotation speed of the rotor. SOLUTION: When an inner rotor 22 is rotated at high speed and pressure of silicone oil S gets to predetermined value or higher, pressure of the silicone oil S toward a communication path 44 from a communication path 42 increases, a piston 52 is pressed toward a direction resisting urging force of a coil spring 62 and abuts on a cap 64. Consequently, an arc groove 50 is interrupted, the silicone oil S does not flow to the arc groove 50 from a communication port 46, and the communication path 42 and the communication path 44 are put under a non-communication condition. Consequently, torque acting on the inner rotor 22 increases and damping force increases.
