PROBLEM TO BE SOLVED: To provide sufficient pleasant cooling sensation by spraying the atomized water. SOLUTION: The water for cooling is pressurized and supplied to a charging spray head 10 disposed in a spray cooling area A through piping 16, to charge and spray the jetted particles of the water for cooling from the charging spray head 10. Charging voltage from a voltage impressing portion 15 is impressed to the charging spray head 10, and external electric field generated by impressing voltage to between a water-side electrode portion and an induction electrode portion is impressed to the water for cooling in a jetting process to charge the atomized water, thus the atomized water can be easily attracted to a person.
