PROBLEM TO BE SOLVED: To excellently perform urgent excavation work such as operating an arm upward simultaneously with a rush of a bucket. SOLUTION: A shift control device has speed ratio detecting means 13 and 14 detecting the speed ratio (e) of an input shaft and an output shaft of a torque converter 2, a shift means 20 shifting-up and shifting-down a speed stage of a transmission 3 in response to the detected speed ratio (e), a determining means 10 determining whether or not a specific work condition of driving a work actuator 8 by a load of a predetermined value or more is realized when the speed ratio (e) detected by the speed ratio detecting means 13 and 14 becomes the predetermined value ed or less in second-speed travel, and a shift control means 10 controlling the shift means 20 so as to shorten time required for shifting-down to a first speed from a second speed more than when determining that the specific work condition is not realized when determining that the specific work condition is realized by the determining means 10.
