PROBLEM TO BE SOLVED: To perform efficient format processing to recording media being in a state in which a lot of empty regions exist in a recording region. SOLUTION: A file system issues write-in command monitoring instruction when full-format-processing is completed, and a device driver updates a range of an unrecorded region in accordance with a write-in command execution range processed hereafter. When the next full-format-processing is performed, when write-in destination corresponds to a range of an unrecorded region for a write-in command sent from the file system, the device driver does not transmit the write-in command to recording media, informs completion of write-in to the file system.
