<P>PROBLEM TO BE SOLVED: To safely and quickly conduct mutual authentication and access control. <P>SOLUTION: A file access processing part creates fourth data by enciphering third data by a route key at a step S114, creates an access permission ticket-creation key for calculating a check index of the access permission ticket from the fourth data at a step of S115, calculates the check index (MAC value) of the access permission ticket by the use of the access permission ticket-creation key at a step S116, and verifies the access permission ticket by comparing the created check index with a value of the check index of the access permission ticket at a step of S117.
