PROBLEM TO BE SOLVED: To perform traveling support of a vehicle by providing information of a traffic signal even if the vehicle stops just before the traffic signal or even if the vehicle does not stop, and to minimize a data volume to the vehicle. SOLUTION: An optical beacon transmitter 100 has a road-to-vehicle communication data generation part 106 calculating red light end time T when the vehicle stops just before the traffic signal b, and generating road-to-vehicle communication data corresponding to time when the vehicle stops just before the traffic signal b and time when the vehicle does not stop. An optical beacon receiver 400 has: a data decoding part 404 identifying signal cycle information corresponding to the time when the vehicle included in the road-vehicle communication data stops just before the traffic signal b and the time when the vehicle does not stop; and a display data generation part 406 performing the traveling support based on respective pieces of the corresponding data according to the time when the vehicle stops just before the traffic signal b and the time when the vehicle does not stop. Thereby, the traveling support can be performed based on the information of the traffic signal b even when the vehicle stops just before the traffic signal b or even when the vehicle does not stop, and the data volume can be reduced.
