The method includes: matching the semi-static capability information or dynamic capability information of the neighboring RAT with the corresponding capability information of the UE, determining the candidate target RAT of the relocation of the UE according to the result of match. The terminal includes: a first determining unit and a first candidate unit. The apparatus of network side includes: a second determining unit and a second candidate unit. The second determining unit is used to determine whether the capability information of the neighboring RAT match with the corresponding capability information of the UE. The capability information includes the semi-static capability information and/or dynamic capability information. The second candidate unit is used to determine the candidate target RAT of the relocation of the UE according to the determining result of the second determining unit. The relocation of target RAT is implemented.
