PROBLEM TO BE SOLVED: To provide an image encoding device or the like capable of encoding an image by a simple constitution.

SOLUTION: The image encoding device 10 includes: an appearance color number determining part 11 for determining the number of colors existing in a plurality of pixels included in a processing unit; a loss-less encoding part 12 for performing loss-less encoding for the plurality of pixels when the appearance color number determining part 11 determines that the number of colors existing in the plurality of pixels is equal to or smaller than a given threshold; and a lossy encoding part 13 for performing lossy encoding for the plurality of pixels when the appearance color number determining part 11 determines that the number of colors existing in the plurality of pixels is greater than the threshold.
