PROBLEM TO BE SOLVED: To prevent foreign materials from entering an apparatus from the outside. SOLUTION: A stator 2 is fixed to a casing 1. A rotational shaft 7 is rotatably supported by the casing 1. A rotor 8 is fixed to the rotational shaft 7. A swing shaft 11 is eccentrically and rotatably supported by the rotational shaft 7. A swing plate 12 is fixed to an end of the swing shaft 11. Three pin cranks 13 are provided between a bearing support 4 and the swing plate 12. A sealing plate 17 is rotatably attached to the casing 1. A rotation central axis of the sealing plate 17 is aligned with a rotation central axis of the rotational shaft 7.
