PROBLEM TO BE SOLVED: To provide a hair treatment device and a hair treatment method, which are capable of omitting the preliminary mixing of hair treating agents and easily treating hair just by drawing and spreading the hair treating agents supplied into a hair holder without wasting the hair treating agents when mixing two or more kinds of hair treating agents and treating the hair. SOLUTION: The hair treatment device 1 includes a cylindrical hair holder 2 having a hair bunch H inserted from an opening (21) at one end to the other end (22) and holding it, and a filling bag 3 including a plurality of individual bags 30 in which the appropriate amount of several kinds of hair treating agents D to be injected into the hair holder 2 are individually enclosed, respectively, the individual bag 30 is opened, the hair treating agent D is injected into the hair holder 2, the hair holder 3 is drawn and the hair treating agent D is spread and used. The hair holder 2 has an insertion port 21 for the hair bunch H at the opening at one end and is also provided with an injection port 22 for the hair treating agent D at the opening of the other end, wherein the viscosity of the several kinds of hair treating agents D is 0.4 to 9,000 Pa s.
