PROBLEM TO BE SOLVED: To prevent break off of speaking by stabilizing operations of a voice switch, even in a situation where delays occur in a voice signal, on a transmission path. SOLUTION: Delay time resulting from voice signal processing of first and second voice signal processing parts 50, 51 is offset by delay time generated by first and second delay means 60, 61. Error, thus, becomes less likely to occur, in a speaking state estimation processing of the voice switch, even when the first and second voice signal processing parts 50, 51 perform the voice signal processings, so that interruption in speaking voice due to blocking of the voice switch VS is prevented.
