PROBLEM TO BE SOLVED: To obtain a steel cord for reinforcing a rubber product, which exhibits good rubber penetration, has a low load elongation, and has two-layer twisted structure or a three-layer twisted structure. SOLUTION: The steel cord is produced as follows. The whole of strands 11 of the center layer in a bundle-twisted two-layer structure (or an intermediate layer in a three-layer structure) have two-dimensional wave-shaped forms having small pitches, and the strands 11 are nearly parallel to the cord axis and nearly parallelly contact with each other. Parts at which a difference between an apparent twisting angleαand a twisting angle (a cord twisting angleβ) of the strand of an outer layer is large, are partially present in discontinuous arrangement in the cord longitudinal direction, and the apparent twisting angleαand the cord twisting angleβat nearly parallel part satisfies the relation of 1.5°≤α-β≤4.5°.
