PROBLEM TO BE SOLVED: To reliably transfer image information to a management computer even when there is a failure and to reduce time and effort when a control program is updated. SOLUTION: An onboard unit 10 disposed to a police vehicle includes: a recording part which executes processing for reading the control program and processing for writing information between the onboard unit 10 and a portable recording medium 50; a storage part which stores the control program; imaging apparatus 12 14, 16; and a control part 30 which controls the onboard unit 10. When a predetermined trigger is detected, the control part 30 performs control for making the recording part perform the processing. The management computer 60 has: a data storage means for recording the information stored in the portable recording medium 50; a program storage means for storing the control program; a transfer means for transferring the information recorded in the portable recording medium 50 to the data storage means; and a program transfer means for transferring the control program from the program storage means to the portable recording medium 50.
