PROBLEM TO BE SOLVED: To remove moving objects such as raindrops existing in image data wherein the background imaged while an imaging means itself is moved is changed every moment. SOLUTION: An image processor includes: a block division part 3 for dividing the moving image signals of an object image including the moving objects to be removed such as raindrops into the object blocks of a prescribed pixel size; a window setting part 4 for setting a reference window positioned on the moving track of the object block to the moving image signals of reference images positioned before and after the object image timewise on the basis of movement information indicating the moving direction of a camera 11 and the position information of the object block; a search part 5 for specifying the reference block of the prescribed pixel size wherein the difference of a feature amount from the object block is minimum inside the reference window; a determination part 6 for determining whether or not to perform an operation to the object block on the basis of the signal values of the respective pixels of the object block and the signal values of the respective pixels of the reference block; and an operation part 7 for performing the operation to the signal values of the respective pixels of the object block on the basis of the determined result of the determination part 6.
