<p><P>PROBLEM TO BE SOLVED: To provide a user with a state where, for example, people incidentally gather, as information. <P>SOLUTION: A server detects and controls the gathering degree of people in each location (site). Then, the server discriminates a location where the number of people currently in the location is equal to or larger than the prescribed number of people or a location where the amount of change in the number of people is equal to larger than a prescribed reference amount of change, and provides a terminal unit with the information on the location, as gathering information. The terminal unit performs display based on the gathering information. For example, on a map image, in the location where people gather, the display that indicates gathering of the people is displayed.
