PROBLEM TO BE SOLVED: To provide a charging roll cleaner that effectively removes unnecessary matters adhering to a charging roll, a charging device that suppresses charging failure, a process cartridge that has the charging device, and an image forming apparatus that suppresses the occurrence of image defects. SOLUTION: The charging roll cleaner includes: a cleaning roll at least the surface part of which is formed from a foam body and which is rotated by the charging roll in contact with the charging roll and thereby removes unnecessary matter from the surface of the charging roll, the charging roll being configured to charge a body to be charged, by rotating in contact with the body; and a cleaning member which is different from the cleaning roll, removes unnecessary matter from the surface of the charging roll in contact with the charging roll, and satisfies at least one of the following conditions: a Young's modulus is equal to or higher than 3 Mpa and equal to or lower than 20 MPa, and a coefficient of linear expansion is equal to or smaller than 23×10<SP>-5</SP>/°C.
