PROBLEM TO BE SOLVED: To enable vibration damping while enabling rolling base isolation support, and to facilitate construction, maintenance, and basic design. SOLUTION: One end of a telescopic damper 5 is connected to the peripheral edge of one of upper and lower pans 2 through a ball joint 6, and the other end of the telescopic damper 5 is connected to the peripheral edge of the other of upper and lower pans 3 through a ball joint 6. The telescopic motion of the telescopic damper 5 is performed so as to follow a horizontal relative displacement of the upper and lower pans 2, 3 due to base isolation, thereby damping vibration.
