PROBLEM TO BE SOLVED: To provide a charged particle generator that generates IR rays and a large amount of charged particles upon excitation while decreasing a compounding amount of a semiconductor by using a non-uniform distribution state generated when semiconductor particles are dispersed in a composite polymer matrix, and to provide a temperature sensor or the like using giant thermoelectric power. SOLUTION: The IR ray and charged particle generator is manufactured by compounding semiconductor particles in a compounding ratio for inducing a double percolation effect in an organic composite polymer matrix and by arranging and processing so as to accumulate potentials between particles generated in the excitation by low temperature heating at about body temperature. A health medical appliance is constituted by disposing the charged particle generator on a surface side of a metal strip or a nonmetal strip, the surface to be in contact with a human body. Significant body temperature rising effect and blood circulation promotion effect can be obtained by the continuous generation of a large amount of charged particles and IR rays from the semiconductor. When the generator is applied to fiber products, blood flows or the like are increased to obtain a great effect of keeping warm by a permeation effect of IR rays and charged particles.
