<p><P>PROBLEM TO BE SOLVED: To provide an optical adjusting member capable of suppressing damages at the top edge parts of lenses. <P>SOLUTION: An optical adjusting sheet 1 includes a base member 11, a plurality of prisms 12, and a light diffusion layer 13. The base member 11 has optical transparency. The plurality of prisms 12 are formed on the base member 11. The light diffusion layer 13 is formed on the plurality of prisms 12, and at least top edge parts of the prisms 12 are buried in the light diffusion layer 13, and therefore the prisms 12 are less susceptible to damages.
