PROBLEM TO BE SOLVED: To allow exertion of a prescribed damping function depending on an expansion/contraction position while improving installation performance. SOLUTION: A valve device has another input part 91c and one input part 91b. The another input part 91c faces another control valve 6 and is held by another end of a guide rod 91 which penetrates through a valve mount along the sliding direction of a piston body 2 in a hydraulic shock absorber, and whose one end makes contact with a fixed side B. The one input part 91b is movably interposed at the intermediate part of the guide rod 91 to face one control valve 5 in a bypass path. The valve device also has rotation stopping mechanisms 10 that are arranged between the valve mount 4 and the one input part 91b and the another input part 91c, respectively, thus stopping rotation centering the guide rod 91 at the one input part 91b and at the another input part 91c.
