The rotor (1) configured as a roller, turns about an axis (A1) and includes a number of main blades (2). Each main blade is associated with a deflector blade (3) before or after it, to increase efficiency. This is spaced away, in the direction of rotation. The rotor itself, is part-surrounded by a diffuser to further increase efficiency. The unit is operated by a flow of liquid and/or gas (air) at any orientation of the axis (A1). The radially-outer leading edge of the main blade and the radially-outer leading edge of the deflector blade are set at an angle (alpha ) to each other.
