PROBLEM TO BE SOLVED: To provide a PTC sheet heating element molding composition having higher safety and lower cost, and a combination of strength, water-proofness and incombustibility, if desired, for a heating element to be a molded complete product, and allowing the use of the heating element utilizing a conventional tile, brick or flat plate mold, in a wider range not only indoors but also outdoors. SOLUTION: The PTC sheet heating element molding composition contains (A) a used paper shredded pulp material, (B) graphite as well as (C) inorganic curing agent, and (D) water, (C) the inorganic curing agent mainly containing alkali silicate.
