PROBLEM TO BE SOLVED: To uniformly melt the surface layer of a steel cast slab by efficiently and uniformly adding a metal or an alloy to be used for reforming the surface layer of the steel cast slab. SOLUTION: This surface-melting apparatus comprises: a chamber 2; a plasma torch 8 which is arranged at the upper surface of the chamber 2; a reduction roll 23 which is arranged in a rear direction of the plasma torch 8 against a transportation direction (D) of the cast slab (H); and a grain-feeding device 20 which is arranged further in a rear direction of the reduction roll 23. When the cast slab (H) is transported into the chamber 2, ferronickel (F) is supplied onto the surface of the cast slab (H) by the grain-feeding device 20, and the ferronickel (F) which has been supplied onto the surface of the cast slab (H) is pressed into the surface layer of the cast slab (H) by the reduction roll 23. The cast slab (H) having the surface layer into which the ferronickel (F) has been pressed is melted by a plasma arc (P) and the surface layer of the cast slab (H) is reformed.
