<P>PROBLEM TO BE SOLVED: To automatically create a production program for a case wherein although the production is impossible by one production line, the production can be achieved by combining a plurality of production lines together. <P>SOLUTION: When a data creation selection determination section 30 determines that there is no production line capable of achieving the production by one line, a virtual production line organization processing section 34 combines a plurality of production lines included in production facilities to compose a virtual production line capable of achieving the production. An optimization processing section 36 optimizes a production program on the premise of the virtual production line.
