A user device to measure signal electric power of neighboring cells with a predetermined band width is provided with a measurement band management unit that determines a measurement band in accordance with a measurement pattern in which a measurement band is variable in response to measurement time, a measurement unit that measures instantaneous values of signal electric power in neighboring cells in the determined measurement band, and an averaging unit that averages the measured instantaneous values of the signal electric power to obtain signal electric power of the neighboring cells. |
