PROBLEM TO BE SOLVED: To provide a developing device capable of measuring an amount of developer held by a developer holder, and to provide an image forming apparatus, and a measuring method for an amount of developer. SOLUTION: The image forming apparatus 10 has the developing device 24. The developing device 24 includes: a cylindrical developing sleeve 106 that holds developer, moves relative to a photoreceptor 18, and supplies developer to the photoreceptor 18; and a stud 110 used as a reference when the amount of developer held by the developing sleeve 106 is measured by emitting a laser beam.
