PROBLEM TO BE SOLVED: To provide a glass substrate cutting device, capable of preventing, in cutting of a raw substrate 3 for liquid crystal display panel formed of a glass substrate to individual display panels by a scribe break method, problems such as chipping or cracking of glass even if the raw substrate has a reduced thickness, and to provide a method of manufacturing a flat display device using the cutting device. SOLUTION: When cutting by a cutter 2 is performed to provide a scribe line 4, steam or vapor or mist of an organic solvent such as kerosine is locally sprayed to a cutting surface and an area (5) 1-3 mm in diameter peripheral thereto with a time lag of 0.1-0.01 second from the cutting. Particularly, the vicinity of the spraying position is surrounded by a diffusion preventing plate 8, and the vapor or mist is recovered or discharged by a suction nozzle 9.
