PROBLEM TO BE SOLVED: To enable to carry out mutual authentication safely and quickly. SOLUTION: When a first mutual authentication start command is obtained, a master key generation part of an authentication processor degenerates first data, a root key, and a directory key for a directory designated as a destination for access to generate the master key which serves as key information for generating a key specific for an information processing terminal which is a partner for mutual authentication, in a step S32. When the master key is generated, the authentication processor controls an encryption part to encrypt an ID of the information processing terminal using the master key generated by the process of the step S32 to generate the key specific for the information processing terminal, in a step S33.
