PROBLEM TO BE SOLVED: To provide a technique capable of identifying a coding method settable to a terminal carrying out communication. SOLUTION: An SIP processing part 142 of a GW 120 transmits an INVITE message designating a coding method to a terminal, and a coding method management part 144 identifies a coding method settable to the terminal from a reply to the INVITE message to store it in a coding method information storage region 131.
