PROBLEM TO BE SOLVED: To provide a technology for creating a road map that can easily acquire the whole image of a road. SOLUTION: A road map creating device comprises a storage means for storing data which describes the road width of the road, the height of a centerline of the road and the cross-sectional shape of the road for every reference point sequentially arranged on the road along the extending direction of the road, and an output means for outputting the road map including the plan view, longitudinal section view and cross-section view of the road based on the data stored in the storage means. The road map creating device is characterized in that the output means outputs the road map displaying, in the same road map, the plan view, longitudinal section view and cross-section view of the road arranged in the mutually aligned state of positions along the extending direction of the road.
