<P>PROBLEM TO BE SOLVED: To provide an apparatus having a memory function for and a method for determining whether or not closing of a door in a vehicle is permitted. <P>SOLUTION: Before a door in a vehicle is opened, a first detection signal is sent to a portion around the outside of the door, and a detected environment is recorded. When closing of the door in the vehicle is attempted, a second detection signal is sent downward from the upper part of the door frame and a third detection signal is sent to a portion around the outside of the door. When the second detection signal senses the presence of a person at the door or when the third detection signal senses the presence of a person on the outside of the door by comparison with the record of the first detection signal, the closing of the door is not permitted.
