PROBLEM TO BE SOLVED: To provide a game chip capable of preventing fraudulence without concentrating processes on an apparatus on the center side and executing a desired process during the fault of a communication path, a game chip writer, and a game chip reader. SOLUTION: The game chip writer for writing at least identification information to the game chip to be used in a game has a ciphering part for ciphering at least a part of information for recording by a secret key and a write part for writing the ciphered information. The game chip reader has a read part for reading the ciphered information from the game chip and a deciphering part for deciphering the read information by a public key.
