PROBLEM TO BE SOLVED: To provide a perpendicular magnetic recording medium improving electromagnetic conversion characteristics (especially SNR) by further separating and isolating each of magnetic particles of a magnetic recording layer. SOLUTION: The perpendicular magnetic recording medium includes, successively on a substrate, at least a refinement enhancement layer 20 having a granular structure in which a boundary portion containing a first oxide is formed between nonmagnetic particles continuously formed into a columnar shape and configured to refine the magnetic particles of the magnetic recording layer, a first magnetic recording layer 22a having a granular structure in which a boundary portion containing first and second oxides is formed between magnetic particles continuously grown into a columnar shape, and a second magnetic recording layer 22b having a granular structure in which a boundary portion containing a second oxide is formed between magnetic particles continuously grown into a columnar shape.
