PROBLEM TO BE SOLVED: To reduce an influence of sneaking upon an oscillation state. SOLUTION: A coefficient setting part 38 generates a frequency characteristic according to a channel being a relay target out of a plurality of channels included in an input signal. A digital input/output filter 42 extracts a component of the channel being the relay target from the input signal with the generated frequency characteristic. A replica generation part 82 estimates a sneaking component included in the extracted component. An addition part 80 removes the estimated sneaking component from the extracted component. A characteristic analysis part 84 investigates the occurrence of an oscillation state for each channel with respect to the component from which the sneaking component has been removed. The characteristic analysis part 84 instructs the coefficient setting part 38 to change processing on channels wherein the occurrence of the oscillation state has been detected.
