PROBLEM TO BE SOLVED: To perform the removing and backfilling work for a propulsion pipe by forming only a starting shaft without forming an arrival shaft. SOLUTION: A removing and backfilling apparatus 1 for the propulsion tunnel is provided with a substantially cylindrical casing 2, and a cutter member 3 is protrusively provided in a fringe part of an opening in the casing 2, which is rotated around a shaft axis C (an arrow mark D) to excavate the ground G on an outer peripheral side of the propulsion pipe A. When backfilling, the opening 2a in the casing 2 is blocked by a lid-like blocking unit (not shown), which is divided into small pieces (before it is mounted in the casing 2) so that the small pieces can be carried into the inside of the casing 2 and a worker in the inside of the casing can assemble the blocking unit to block the opening 2a. Consequently, it is unnecessary to construct the arrival shaft for the blocking work, and the removing and backfilling work for the propulsion pipe can be performed merely by constructing the starting shaft.
