The wheel has flat hydrofoil blades diagonally placed in relation to a central axis, and a vane provided at an angle working against water flow, so that the wheel is brought in motion by flow of water under pressure through the blades. A camber is added to the blades to change the angle of the blades relative to the water, where the rotation state of the blades is changed as a result of increased pressure of water to deflect the tail of the blades against the force of a spring mechanism.
