PROBLEM TO BE SOLVED: To provide a more user-friendly telephone system, an exchange device and a telephone device. SOLUTION: The telephone system has a first telephone network 12, a second telephone network 13 connected to the first telephone network 12, a storage means 20 for storing configuration information on telephone devices connected to the first telephone network 12, a control means 20, upon receiving a call to a first telephone device 50 that is connected to the first telephone network 12, for causing the call to be terminated at the first telephone device 50 or an exchange device 40 connected to the second telephone network 13 based on the configuration information, and a transfer means 42 for transferring the call terminated at the exchange device 40 to the first telephone device 50.
