PROBLEM TO BE SOLVED: To provide an apparatus for manufacturing an electroconductive rubber roller by which the electroconductive rubber roller capable of obtaining a superior image when used in a charging member in an electrophotographic apparatus is extruded for a long time, and when resistance uniformity in the circumferential direction is deteriorated when a rubber material with different volume specific resistance is successively put into an extruder is shortened. SOLUTION: The apparatus for manufacturing the electroconductive rubber roller uses a cross head die, and is characterized in that a contact angle of water with respect to a resin layer formed on the surface of a circular path where the rubber material goes through is≥100 degrees, and the resin constituting the resin layer, resin has a Rockwell hardness of≥M100 and≤M130 or a composite resin of the resin and a fluororesin.
