PROBLEM TO BE SOLVED: To provide a fixing device capable of preventing an offset phenomenon that toner adheres to a fixing roller used for regular fixing. SOLUTION: The fixing device includes: a preheating part comprising a preheating roller 72 heating a recording medium to which a toner image is transferred together with carrier from a side where a toner image surface is not formed first, and a preheating backup roller 71 opposed to the preheating roller 72 and pressing the preheating roller 72; and a regular fixing part comprising a heating roller 91 provided on a downstream side of the preheating roller 72 and fusing a toner image on the recording medium, and a heating pressure roller 92. The oil repellency of the surface layer material of the preheating backup roller 71 is lower than that of the heating roller 91 coming into contact with the toner image surface on the recording medium out of the heating roller 91 and the heating pressure roller 92.
